A roof attachment can have adequate structural capacity and still arrive with an unclear water-management detail. A useful solar mounting RFQ therefore identifies the roof assembly, the exact attachment and the installation document that joins them. “Waterproof flashing included” is not enough to compare quotations.
This guide addresses document review for pitched-roof photovoltaic attachments. It is not a roof-design approval or an installation instruction. A qualified designer and installer must assess the actual roof, applicable code, manufacturer instructions and site conditions. Start with the complete roof assembly
Record the roof-covering type, relevant material profile, slope, deck or rafter arrangement, underlayment condition, planned attachment location and any local approval requirement. Photographs help, but a photograph without dimensions, roof identity and orientation cannot define compatibility.
Ask each bidder to name the attachment manufacturer, exact part number, compatible roof covering and current installation-instruction revision. Require a drawing that shows where the fastener transfers load and how the flashing or seal integrates with the water-shedding layers. If a bidder proposes a substitute, request the substitute's complete detail instead of accepting “equivalent” as the comparison.
Do not turn one manufacturer's sequence into a universal roof detail. Trace the intended water path
Read the detail from up-slope to down-slope. Identify which roof layer sheds bulk water, where the flashing laps into that layer, how water is directed around the penetration and where it can drain. Mark roof-covering cuts, lifted edges, fastener holes and seal interfaces on the reviewed drawing.
The words sealed, flashed and watertight describe different parts of the evidence. A bead of sealant may close a local interface; flashing geometry may redirect water over a larger area; the existing roof covering and underlayment remain part of the assembly. Request the product-specific function of each component and the condition needed for it to work.
IronRidge describes FlashFoot2 as using an elevated, encapsulated water seal and publishes a product-specific test statement and installation documents. For quotation comparison, ask the supplier to show the upper edge, side edges and down-slope exit of the proposed detail. A cropped rendering that hides the surrounding roof courses does not demonstrate the lap. An installer should also be able to distinguish the drawing's roof-ridge direction from the rail direction; these are not interchangeable labels.
Separate seal compression from fastener tightening
A washer or gasket needs a defined installed condition. Too little compression can leave a path; excessive tightening can distort the sealing element, crush a component or damage the substrate. “Tighten firmly” is not a controllable purchasing requirement.
Request the named fastener, washer or gasket, approved tool method, inspection cue and any torque or stop condition stated by the attachment manufacturer. Keep fastener material, thread and structural capacity in the solar mounting fastener RFQ; keep the water-seal condition in the roof-detail record. The same bolt appears in both reviews, but the acceptance questions differ.
If the instruction uses a visual compression cue, require a photograph angle that can actually show it. If it uses a measured value, identify the fastener, joint condition, tool and document revision to which the value applies. Never transfer a torque value between products merely because their visible bolt sizes appear similar.
Sealant also needs identity and substrate scope. Ask who selects it, which roof and flashing surfaces it may contact, the required preparation, temperature or weather restrictions, cure requirement and shelf-life control. The response can reference the sealant manufacturer's current data rather than repeating every field in the quotation, but the exact product and revision must be traceable.
Read listings and rain tests within their scope
A certificate title does not close every roof risk. Identify the tested or evaluated product, roof covering, slope or configuration, standard edition, report number and installation conditions. Confirm that the quoted bill of materials matches the evidence.
UL Standards & Engagement's public record identifies UL 2703A Edition 2 as active and published May 1, 2026. Its public scope addresses resistance to water penetration where photovoltaic rack mounting penetrates roof coverings. It excludes fire exposure, structural attachments, above-roof attachment structural performance and the structural wind forces of tornados, cyclones or hurricanes. Treat wind-driven-rain statements the same way. Ask for the report or manufacturer record, the exact model tested and the installation configuration. A test result can support a defined assembly while leaving site drainage, damaged shingles, workmanship and unrelated penetrations outside its conclusion.
Build a reviewable RFQ evidence matrix
Use one controlled schedule for all bidders. This prevents an attractive product brochure from being compared with another supplier's complete installation package.

Compare a fictional three-bid submission
The following is an invented document-review exercise, not a customer project, leak test, installation approval or SINAWATTS product claim. An RFQ identifies an asphalt-shingle roof, rafter attachment locations and a requirement for a manufacturer-controlled water-shedding detail.
Bid A names the attachment but attaches a generic flashing image with no roof-covering scope or manual revision. Bid B supplies the exact part, current instructions, roof-course orientation, sealant identity and an exception form for any damaged shingle. Bid C provides a test-report title but quotes a different attachment suffix from the report's identified product.
Bid B is the only response ready for detailed technical review; it is not automatically approved. Bid A needs a configuration-specific document package. Bid C needs identity reconciliation and evidence for the quoted suffix. The exercise shows why document completeness should be screened before comparing piece price.
Plan installation evidence before shipment
Agree the record points before work starts: roof area and attachment location, roof condition before opening, penetration and substrate identity, flashing orientation, seal or gasket condition, completed attachment and any exception. Define which photographs are required for every location and which may be sampled. If sampling is allowed, document selection and escalation rules.
Link attachment lot or package identity to the installed-location record where the project requires that level of traceability. Preserve the instruction revision and approved substitution log. If a field condition differs from the reviewed detail, place the location on hold and obtain an authorized disposition; do not hide the difference with an undocumented sealant addition.
Price the same deliverables across suppliers: attachment kit, specified sealant or installer-supplied item, drawings, reports, photo index, exception handling and replacement parts. Ask who owns roof assessment, installer qualification and site-specific approval. Clear responsibility reduces commercial ambiguity without inventing a warranty or performance promise.
Send a roof-attachment evidence RFQ
Send the roof description, layout, exact evidence schedule, substitution rules and installation-record requirements. Ask bidders to identify exclusions and documents that depend on final site review.
Buyer FAQ
Does a structural attachment report prove the roof will not leak?
No. Structural capacity and water penetration are separate questions. Request the product-specific water-shedding detail, roof compatibility and installation evidence in addition to structural calculations.
Can we specify one sealant for every roof attachment?
Only after checking the attachment and sealant manufacturers' instructions, roof substrates, preparation and environmental conditions. A familiar sealant name alone does not establish compatibility.
Is a UL 2703A reference enough for approval?
No. Confirm the exact listed product, covered assembly, report and installation conditions. Review excluded structural, fire, code and site-specific questions separately.
What should a supplier provide when proposing a substitute flashing?
Request the substitute part identity, complete bill of materials, roof-covering scope, current installation detail, applicable evaluation evidence and a written comparison of every changed interface. Approve the substitution only through the project's defined authority.
